I do not know if you have talked to any one about this yet, but you can go to or call the better buisness berou about this and Oregon City government, But get a lawyer if that doesn't work you can contact the State Cantactors Board and they will start an investigation on this guy to have his contractors licence revoked. In the mean time you can contact city governments of Mulino and Mollalla, and of course call the News stations. If you get this out in the open, the news teams will also do there own investigation. Maybe by doing this it will force him to finish the work or get you someone to help finish the work at little or no cost and some community involvment.
